With the concurrence of the Military

Authorities I have since the outbreak of war on several occasions

given permission to German members of the Camạo Customs Staff who ich have been transferred from South to North China to pass throug

this Colony. A German named Dulberg has now arrived at Hongkong.

He is a clerk in the Customs service in which he has been employed

since the year 1876. His age is 65. He was on his return from

leave to Germany via America and was refused transshipment in

Japan by the Japanese authorities and was compelled to come here.

The Inspector-General of Chinese Customs would be glad if he were

allowed to proceed to Shanghai and H.B.M.Minister at Peking has no

objection. Except the fact that he has recently been in Germany

there is no reason to suspect him. May permission to proceed to

Shanghai be accorded to him.
